Public Notice on Regulation of Export of Codeine Phosphate Preparations

The Central Bureau of Narcotics has issued new regulations to curb the misuse of codeine phosphate exports. Merchant exporters are now prohibited from exporting without a Quota Allocation Certificate. A maximum of 200 kg per application is allowed, and exporters must submit export details within three months. These measures aim to prevent diversion into illicit channels and ensure compliance with export regulations.


On May 5, 2025, the Narcotics Commissioner of India issued a public notice introducing stricter regulations on the export of codeine phosphate preparations. This action follows reports of non-compliance and diversion of the substance into illegal markets.
The notice prohibits merchant exporters from exporting codeine phosphate without a Quota Allocation Certificate, even though the substance is not covered under the NDPS Act.
Exporters must also submit export details within three months of the actual export date. Furthermore, a single application for quota allocation cannot exceed 200 kg. If more is needed, a separate application must be submitted with prior export details.
These regulatory changes are designed to enhance oversight, prevent misuse, and ensure that codeine phosphate remains available for legitimate medical and pharmaceutical use.
