FSSAI Notifies Packaging Amendment Regulations, 2026 for Pan Masala Packaging
The Food Safety and Standards Authority of India (FSSAI) has notified the Food Safety and Standards (Packaging) Amendment Regulations, 2026, introducing specific packaging requirements for pan masala. The amendment specifies permitted packaging materials, including paper, paper board, cellulose, naturally derived materials, tin, and glass, while requiring compliance with relevant provisions of the Plastic Waste Management Rules, 2016.
The Food Safety and Standards Authority of India (FSSAI) has notified the Food Safety and Standards (Packaging) Amendment Regulations, 2026, amending Schedule IV of the Food Safety and Standards (Packaging) Regulations, 2018 to introduce specific packaging provisions for pan masala.
Key points include:
- A new entry for Pan Masala has been added to Schedule IV, which lists suggestive packaging materials.
- Permitted materials include paper, paper board, cellulose, and other naturally derived materials, provided they are free from plastic, synthetic polymers, copolymers, laminates, aluminium foil, and metallised layers.
- Tin or glass containers are also specified as packaging options.
- The provisions of clauses (f) and (i) of sub-rule (1) of Rule 4 of the Plastic Waste Management Rules, 2016 will also apply to pan masala packaging.
- The amendment follows the draft notification issued on 28 April 2026 and consideration of stakeholder objections and suggestions.
