Import of Drugs having “Dual use” and drugs, which are used as Raw Material for the manufacturing of other drugs requires permission from Zonal Offices of CDSCO.
The drugs specified in Schedule D shall be exempt from the provisions of Chapter III of the Act and of the Rules made there under to the extent, and subject to the conditions specified in that Schedule. However a No-Objection certificate (NOC) in this regard to be granted by Deputy Drugs Controller (India) of the respective zonal offices.
There are substances which are covered under the definition of the drug but are not used for medicinal purpose and are used in other industries like textile industries, chemical industries and food industries etc., or are used as a starting material / intermediate for synthesis of other drugs.
For this purpose No-Objection certificate (NOC) is required for the import of drugs, items capable of dual use etc.
NOC for dual use items (Not for Medicinal Use) is issued by Deputy Drugs Controller (India) to the importers based against the application and legal undertaking. The importer furnishes the NOC to the concerned Assist. Drugs Controller (I) / Technical officer of the port offices concerned for clearing such goods.
