A notice was published by the Central Drugs Standard Control Organization (CDSCO) Cosmetics Division of India on February 23, 2024, for all importers of cosmetics. It is urged that all the applicants who import cosmetics under COS-4A submit a statement detailing the import of cosmetics in India from the date of granting the IRN under COS-4A to this office annually. These details include the number of consignments/bill of entries for each consignment, the quantity imported, the total cost of imported cosmetics in each consignment, the warehouse where those cosmetics are stored, etc.
According to the Drugs and Cosmetics Act, 1940 (23 of 1940), the Central Drugs Standard Control Organization (CDSCO) Cosmetics Division, Government of India has notified the Cosmetics Rules, 2020 on 15.December.2020. Under Form Cos-4A, this office has granted import registration numbers (lRNs) for cosmetics that are already registered under Rule 13 for import and sale into India. Under the terms of Form Cos 4A, the importer must provide the Central Licensing Authority with an annual statement of details of cosmetics imported. However, this office does not receive details regarding cosmetics imported by such importers every year. This office requires all applicants who import cosmetics under COS-4A to provide the annual statement of details of cosmetics imported into India since the grant of IRN under COS-4A to this office, including details such as number of consignments/bill of entries for each consignment, quantity imported in each consignment, total cost of imported cosmetics in each consignment, warehouse details where they are stored for distribution and sale, etc.
