All organizations engaged in the food industry in Delhi are required to obtain the Food Safety and Standards Authority of India (FSSAI) registration, commonly called the Food License.

The Food Safety and Standard (FSS) Act of 2006 established the FSSAI, an independent organization tasked with policing and setting standards for food items in India. Registration with FSSAI Licenses In Delhi

It is mandatory for all Food businesses engaged in the food industry to obtain an FSSAI Registration or Licenses in Delhi. The food business activities include manufacturing, re-packing, re-labelling, storage, distribution, sale and import.

Based on the turnover and type of business, a food business operator (FBO) may apply for a registration or a license as per the eligibility criteria. Every food product label bears the 14-digit FSSAI Registration/License number.

Information about the food business and the state of food business activity can be found on the 14-digit registration/license number. This registration process aims to ensure the FBO’s accountability for maintaining the quality of food products.

The Food Safety & Standards (Licensing and Registration of Food Business) Regulations, 2011 govern the requirements and process for licensing and registering a food business.

Delhi’s FSSAI Registration Types

Based on the yearly turnover and production capacity, Delhi Food Authority offers three different types of FSSAI registration, which are as follows:

Registration with FSSAI

Food businesses having yearly sales under 12 lakhs must obtain an FSSAI registration certificate. All businesses involved in the food industry, such as distributors, manufacturers, retailers, storage and transportation companies, and operators, are subject to this requirement.

To be more precise, the following categories are eligible for obtaining FSSAI registration:

  • All food producers, street stall owners, vendors, and small hawkers.
  • Small-scale, cottage, or associated food-related businesses with a yearly turnover of up to ₹12 lakhs that qualifies the following requirements:
    • Food (apart from milk and milk products meat and meat products) cannot be produced more than 100 kg or liters per day. Milk can only be obtained, handled, and collected in quantities of 500 liters daily.
    • In the case of slaughtering houses, up to two large animals, ten small animals, or fifty poultry birds per day.

State License for FSSAI

Companies with yearly revenue of more than 12 lakhs but less than 20 crores are eligible to obtain a state license if.

The following lists the required fees for obtaining a new state license in Delhi:

  • Manufacturers or Millers produce up to 1MT of goods per day.
  • Food businesses that generate between 10001 and 50,000 L of milk per day or 501 MT—2500 MT of milk Solids per annum: ₹5000.
  • One-star, Two-Star, or Hotel without Star Rating by Ministry of Tourism (HRACC): ₹2000.
  • Three-Star and Four-Star Hotels: ₹5000
  • Food service providers, including restaurants, canteens (including those in offices and educational institutions), banquet halls with food catering services, boarding houses, clubs, caterers, and food vendors like dabbawallas: ₹2000.

The following are the specified thresholds that businesses must meet to require a state license:

  • A dairy business that handles, processes, chills, manufactures, packs, stores, distributes & transports milk and milk products 501 – 50000 L milk per day or 2.5 – 2500 of milk solids per year.
  • Slaughtering Units: 51-1000 Poultry Birds, 11-150 Small or 3 -50 Large Animals.
  • Processing of meat: up to 500 Kg meat per day or up to 150 MT per annum.
  • Processing of Vegetable Oil: Up to 2 MT per day with more than ₹12 lakhs in annual turnover.
  • Facilities for Cold Storage: a maximum capacity of 10,000 MT.
  • Wholesalers having an annual turnover up to ₹30 crores.
  • Distributors and retailers with up to ₹20 crores in annual revenue.
  • Eateries with up to ₹20 crore annual turnover.
  • One Star, Two Star, Three Star, Four Star or Hotel without Star Rating by Ministry of Tourism (HRACC) with an annual turnover of more than ₹12 lakhs.

Central License for FSSAI

Companies with yearly revenue of more than 20 crore are required to obtain a Central FSSAI License. The annual fee for this license is 7,500, which applies to both new applications and renewals of existing licenses.

  • The following list of requirements specifies whether different business categories require a central license:
  • Importers of food products.
  • Dairy units, including chilling units, produce over 50,000 liters of milk or 2500 MT of milk solids per year.
  • Slaughtering units: Slaughtering of more than 1000 poultry birds, 150 small animals, or more than 50 large animals.
  • Processing of meat: more than 500 kg meat per day or more than 150 MT meat per annum
  • Processing of vegetable oil: more than 2 MT per day
  • Cold storage facilities:
  • Small-Scale Cold Storage
  • Capacity: Typically, up to 1,000 metric tons (MT).
  • Medium-Scale Cold Storage
  • Capacity: Ranges from 1,000 MT to 10,000 MT
  • Large-Scale Cold Storage
  • Wholesalers with a turnover of more than Rs. 30 Crores per annum
  • Distributors and retailers with an annual turnover of more than ₹20 crores.
  • Restaurants with annual turnover of more than ₹20 crores.
  • Hotels that fall under the five-star category.
  • Food business such as storage, wholesale, distribution, retail, etc. at the central govt. Premise.
  • Food business such as storage, wholesale, distribution, retail, etc. at airport/seaport premise.
  • Restaurants with an annual turnover of more than ₹20 crores
