Transition Facilitation (Quality Control) Order, 2026

The Transition Facilitation (Quality Control) Order, 2026 introduces a framework to facilitate compliance with specified Quality Control Orders (QCOs) while maintaining product quality and safety standards. Effective from its publication in the Official Gazette, the Order applies to QCOs covering products such as electrical appliances. The goods covered under this QCO must continue to conform to the applicable Indian Standards and bear the BIS Standard Mark under a BIS license.


The Transition Facilitation (Quality Control) Order, 2026 introduces a transitional compliance framework for specified Quality Control Orders (QCOs), including the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026 [Date of implementation: 01.10.2026]. It allows eligible companies to continue supplying covered products while ensuring adherence to prescribed Indian Standards and BIS certification requirements. Products covered under the Order must conform to applicable Indian Standards and bear the BIS Standard Mark under a valid BIS licence. Such licences are available only to manufacturers supplying entities that have obtained specific permission from the Department for Promotion of Industry and Internal Trade (DPIIT). Permission is limited to companies incorporated under the Companies Act, 2013, and is granted following a risk-based assessment by an Implementation Committee comprising representatives from DPIIT, BIS, DGFT, and other government departments. The Order also mandates BIS-led market surveillance to monitor ongoing compliance. Applications may be submitted within 24 months of the Order’s commencement, with detailed procedures to be issued separately by DPIIT.
