- The proposal mandates that pan masala must be packaged only in non-plastic materials such as paper, paperboard, cellulose, or other naturally derived materials, explicitly prohibiting the use of plastic polymers (polyethylene, polypropylene, polyester, PVC), laminates, and aluminium foil or metallized layers.
- Additionally, tin or glass containers are permitted as alternative packaging materials.
- The draft also incorporates provisions from the Plastic Waste Management Rules, 2016, reinforcing the ban on plastic sachets for packaging gutkha, tobacco, and pan masala.
