Fees for verification of weights and measures by the Government Approved Test centres approved under the Legal Metrology Government Approved Test Centre Rules, 2013- reg.

The Department of Consumer Affairs has released a notice to improve the verification system by allowing qualified private laboratories and industries to verify weights and measures. Along with this, the Department has clarified the fees to be charged by GATCs in the following cases: 1. Manufacturers approved as GATCs 2. Re‑verification carried out by manufacturers 3. Other GATCs, including third‑party GATCs

The Department of Consumer Affairs has issued a notice on fees charged by Government Approved Test Centres (GATCs) for verification of weights and measures under the Legal Metrology (GATC) Rules, 2013.

These rules were introduced to strengthen verification infrastructure by allowing qualified private laboratories and industries to perform verification and were amended in October 2025 to widen the scope of GATCs.

The Department clarified that manufacturers notified as:

GATCs must not charge any fee for verifying weights and measures manufactured by themselves.
For re verification by such manufacturers, the fees prescribed in the Fifth Schedule represent the maximum allowable limit, though lower fees may be charged and must be disclosed on the GATC portal.
For other, third party GATCs, the prescribed fees are also the maximum chargeable, with any lower fees to be transparently displayed.

SoP for Recognition/Endorsement of already Approved Model of weights or measures for Importer

By simplifying the approval process, the SOP reduces regulatory compliance burdens, expedites approvals, and enhances the ease of doing business while maintaining adherence to all statutory requirements.

The Department of Consumer Affairs notified the Legal Metrology (General) Fourth Amendment Rules, 2026, effective upon Gazette publication. The amendment revises non-automatic weighing instrument verification procedures by permitting the use of constant loads in place of some standard weights. The minimum standard weight requirement may be reduced from 50% to one-third or one-fifth of maximum capacity based on repeatability performance, verified through three repeated load applications.

The advisory updates the amendments in SOP (29.12.2023) to control wide variety of pack sizes in edible oils and improve consumer clarity. • Standard pack sizes for major edible oils (like palm, soybean, sunflower, mustard, etc.) allowed sizes are 200 g/mL, 500 g/mL, 1L/kg, 2, 3, 4, 5, 15, and 20 Kg/L • Minor edible oils are exempt from standard pack size rules but must follow unit sale price (USP) declaration requirements • Rules apply to both domestic and imported products.
