The Government of India, through the Drugs (Sixth Amendment) Rules, 2026, has designated the Chaudhary Charan Singh National Institute of Animal Health (CCSNIAH), Baghpat, Uttar Pradesh, as the Central Drugs Laboratory (CDL) for testing viral and bacterial veterinary vaccines. This amendment to Rule 3A of the Drugs Rules, 1945 assigns the institute responsibility for testing and oversight of specified veterinary vaccines. The Director of CCSNIAH will perform regulatory functions, strengthening quality control and regulatory compliance in veterinary vaccine testing.
The Ministry of Health and Family Welfare has issued Notification G.S.R. 496(E) dated June 18, 2026, introducing the Drugs (Sixth Amendment) Rules, 2026. This amendment modifies Rule 3A(9) of the Drugs Rules, 1945, officially designating the Chaudhary Charan Singh National Institute of Animal Health (CCSNIAH), Baghpat, Uttar Pradesh, as the Central Drugs Laboratory (CDL) for testing a wide range of viral and bacterial veterinary vaccines.
The institute will conduct laboratory testing for 40+ specified vaccines, including those for avian, canine, bovine, and other livestock diseases. Additionally, the Director of CCSNIAH is entrusted with the regulatory functions related to these vaccines. The draft rules were published earlier for public consultation, and no objections were received, leading to their final adoption.
This move enhances regulatory oversight, standardization, and quality assurance in veterinary vaccine testing in India.
