The Food Safety and Standards Authority of India (FSSAI) has published draft amendments to the Food Safety and Standards (Licensing and Registration of Food Business) Regulations, 2011, in supersession of the notification dated 20 January 2026. The proposed changes rationalise licence conditions and hygiene requirements, including record-keeping obligations for manufacturing units and First-In-First-Out (FIFO)/First-Expire-First-Out (FEFO) storage practices, with specific exemptions for non-manufacturing food businesses and retailers.


The Food Safety and Standards Authority of India (FSSAI) issued a notification publishing draft Food Safety and Standards (Licensing and Registration of Food Business) Amendment Regulations, 2026, superseding the earlier draft dated 20 January 2026.


Key points include:

  1. Issued under Section 92(2)(o) of the Food Safety and Standards Act, 2006, the draft amendments propose targeted changes to Schedule 2 (Annexure 3 - Conditions of Licence) and Schedule 4 (Part II - Hygienic and Sanitary Practices) of the 2011 Regulations.
  2. The revised licence condition requires daily records of production and raw material utilisation to be maintained, while explicitly exempting non-manufacturing food businesses.
  3. Further, storage requirements mandate application of FIFO (First-In-First-Out) and FEFO (First-Expire-First-Out) principles for raw materials and food products, with an exemption for retailers.
  4. Stakeholders may submit objections or suggestions within 30 days of Gazette publication for consideration by the Food Authority.
