Submission of Compliance for lmported/manufactured Hair Color Cosmetics Products as per Cosmetics Rules, 2020 and applicable BIS Standards

Hair color cosmetics marketed in India must comply with the Cosmetics Rules, 2020 and relevant BIS standards, including IS 4707 (Part 1 & 2) and IS 8481. CDSCO has reminded manufacturers and importers to ensure conformity with ingredient restrictions, labeling requirements, safety warnings/caution, and reporting obligations for any changes to product composition, quality specifications, or labels.

The Central Drugs Standard Control Organisation (CDSCO) has reiterated the regulatory requirements applicable to imported and manufactured hair color cosmetic products in India. Hair color cosmetics are required to comply with the Cosmetics Rules, 2020, along with the relevant Bureau of Indian Standards (BIS) specifications, including IS 4707 (Part 1 & Part 2) and IS 8481. These standards prescribe permitted and restricted hair dye ingredients, ingredient declarations, directions for use, mandatory caution statements, patch test instructions, and other labeling requirements. Manufacturers and importers must ensure that product formulations contain only permitted ingredients and comply with applicable safety restrictions. CDSCO has also emphasized that any revisions to product labels, formulations, or quality specifications must be reported to the relevant Central or State Licensing Authority in accordance with Rules 15(2) and 26(k) of the Cosmetics Rules, 2020. The CDSCO Veterinary Division has prohibited the import, manufacture, sale, distribution, and use of drug formulations containing Chloramphenicol or Nitrofurans in food‑producing animals with immediate effect. Despite the 2025 ban, residues continue to be detected in shrimp exports, causing 43% rejections by the EU, USA, and Japan, linked to farms in Andhra Pradesh, Odisha, West Bengal, and Gujarat. States/UTs are directed to strengthen inspections, enforce compliance, and report actions taken promptly.
