Food Safety and Standards (Alcoholic Beverages) Second Amendment Regulations, 2025

The Food Safety and Standards Authority of India (FSSAI) has notified the Food Safety and Standards (Alcoholic Beverages) Second Amendment Regulations, 2025, effective 1 June 2026. The amendment revises Table 2 of the 2018 Alcoholic Beverages Regulations by increasing the maximum permissible limit of esters (expressed as ethyl acetate) from 0.2 g/L to 3.0 g/L of absolute alcohol. Public comments from the 2024 draft notification were reviewed before finalising the amendment.


The Food Safety and Standards Authority of India (FSSAI) has issued a notification finalising the Food Safety and Standards (Alcoholic Beverages) Second Amendment Regulations, 2025.


Key points include:

  1. These regulations follow the earlier draft published on 13 June 2024, for which stakeholder objections and suggestions were invited and duly considered.
  2. Effective 1 June 2026, the amendment modifies Table 2 of the 2018 Alcoholic Beverages Regulations by revising the standard for “Esters expressed as ethyl acetate (g/L of absolute alcohol), Max.”
  3. The limit is increased significantly from 0.2 g/L to 3.0 g/L, aligning regulatory thresholds with updated scientific understanding and industry practices.
  4. This change affects alcoholic beverage categories governed under the 2018 regulations. The notification has been issued under Section 92(2)(v) of the Food Safety and Standards Act, 2006.
