BIS standards with respect to cosmetics

The Bureau of Indian Standards is the national Standards Body of India working under the aegis of Ministry of Consumer Affairs, Food & Public Distribution, Government of India. In India, the quality and safety of the cosmetics products are taken care of by Central Drugs Standard Control Organisation (CDSCO) and Labelling Declarations by Bureau of Indian Standards (BIS)

BIS shall not affect the operation of Drugs and Cosmetics Act, 1940, or any other law for the time being in force, which deals with any standardisation or quality control of any goods, article, process, system or service.

How to obtain BIS License?

For obtaining BIS licence, the cosmetic manufacturer must have requisite manufacturing infrastructure, appropriate process controls, quality control and testing capabilities for the product as per relevant Indian Standard (ISS). The product shall also conform to all requirements laid down in the ISS.

BIS and Cosmetics

BIS sets the standards for cosmetic products which are under Schedule ‘S’ of the Drugs and Cosmetics Rules 1945

Schedule S cosmetics in finished form shall conform to the Indian Standards specifications laid down from time to time by the Bureau of Indian Standards (BIS) which includes skin powder, toothpastes, hair oils, henna powders, Kumkum powders etc.

BIS Standards for Heavy Metals in Cosmetics

IS 6608:200 must be complied for heavy metals in products like lipstick and skin care products. There should be a declaration for Heavy Metal and Hexachlorophene content for registration of cosmetics products.

BIS for Dyes and Pigments

For skin creams and lipstick, if dyes colour (pigments) are used then they shall comply with IS 4707 (Part I). The other ingredients shall comply with the provisions of IS 4707 (Part 2).

Validity of BIS License

BIS certification under Scheme-I is initially for up to two years which is valid only for the varieties mentioned in the licence. For extension of license validity, application with requisite fee and documents under the existing licence is required to be submitted. Licence may be renewed up to five years from the last date of validity of licence.
