The Food Safety and Standards Authority of India (FSSAI) has notified amendments to the Licensing and Registration of Food Businesses Regulations, 2011, introducing revised definitions for petty food business operators and simplifying registration processes. The regulations enable instant registration, deem certain street vendors as registered, and introduce risk-based inspections and audits. The amendments also clarify license validity, suspension conditions, and compliance requirements for food businesses.


The Food Safety and Standards Authority of India (FSSAI) has notified the Food Safety and Standards (Licensing and Registration of Food Businesses) Amendment Regulations, 2026, to strengthen and streamline food business compliance.


Key points include:

  1. A revised definition of Petty Food Business Operators, covering street vendors, hawkers, food trucks, and small-scale food businesses.
  2. The amendment introduces provisions for instant grant of registration certificates upon submission of required documents and recognises vendors registered under the Street Vendors Act, 2014, as deemed registered under FSSAI.
  3. The regulations also establish risk-based inspection and audit mechanisms, allowing authorities to determine inspection frequency based on risk, compliance history, and business type.
  4. Additionally, the amendments clarify license validity, suspension due to non-payment or non-compliance, and mandatory surrender upon business closure.

These changes aim to improve the ease of doing business while strengthening food safety oversight.
