The Department of Consumer Affairs notified the Legal Metrology (Packaged Commodities) Third Amendment Rules, 2026, effective upon Gazette publication. Key changes allow importers to complete declarations at authorised bonded warehouses, mandate full labelling before release, require naming a responsible director for violations, introduce annual online updates of business and origin details, and make registration certificates valid indefinitely unless cancelled officially.
- In LM (PC) Rules, 2011 rule 4, Explanation shall be number as Explanation-1 after that below shall be added as:
- Explanation 2- Importers shall be allowed to add required product information (like labels and declarations) at special bonded warehouses run by trusted operators called AEO Tier-2 and Tier-3. However, all this information must be completed before the goods leave these warehouses.
- In rule 27, sub-rule (2), after clause (c) following shall be inserted:
- For companies, new requirements are added. They must now mention the name of a Director who will be responsible if any rules are broken.
- In rule 27, sub-rule (3), following provision shall be inserted as:
- Companies shall also update their details every year online, such as their address, products, quantity produced or imported, and country of origin.
- In rule 27, sub-rule (4), following shall be inserted as:
- The registration certificates will remain valid unless cancelled by authorities.
