Public Notice on International Special Surveillance of 2-Methylmethcathinone (2-MMC).

The Central Bureau of Narcotics (CBN) has issued Public Notice CMD‑02/2026 highlighting the rising threat of New Psychoactive Substances (NPS) and misuse of precursor chemicals. Intelligence reports indicate increased trade of 2‑Methylmethcathinone (2‑MMC), a non‑scheduled chemical easily diverted for illicit drug synthesis. Consequently, 2‑MMC has been placed under the International Special Surveillance List (ISSL) and added to the CBN online portal for voluntary reporting. Exporters and traders must obtain a LIGHT‑NOC for legitimate operations.

The Central Bureau of Narcotics (CBN), Ministry of Finance, issued Public Notice CMD‑02/2026 on 07 May 2026, underscoring the growing global challenge of New Psychoactive Substances (NPS). These compounds imitate controlled drugs but remain outside legal regulation, complicating enforcement efforts. The misuse of precursor chemicals is central to this threat, as they are vital in the illicit manufacture of synthetic drugs. Recent intelligence reports reveal a sharp rise in trade of non‑scheduled chemicals, notably 2‑Methylmethcathinone (2‑MMC, CAS No. 124691‑71‑6). Although not universally controlled, 2‑MMC poses high risks due to its potential for clandestine repurposing into potent psychoactive substances. In response, CBN has placed 2‑MMC under the International Special Surveillance List (ISSL) and added it to the online portal for voluntary data submission. Exporters and traders are advised to obtain a LIGHT‑NOC from CBN to ensure legitimate business operations and prevent diversion into illegal drug production.

The Government of India has issued a notification under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, declaring several synthetic substances and related compounds as manufactured drugs and psychotropic substances. These include protonitazene derivatives, etonitazene derivatives, Hexahydrocannabinol (HHC), and Carisoprodol. The notification also specifies their small and commercial quantity limits for regulatory and enforcement purposes.

Issuance of CBN Registration Certificate (CRC) Physical Form under Rule 65 of the NDPS Rules, 1985

The Central Bureau of Narcotics (CBN), Government of India, has begun issuing CBN Registration Certificates (CRC) in physical form under Rule 65 of the NDPS Rules, 1985. All manufacturers of psychotropic substances must register with the Narcotics Commissioner and are allotted a permanent registration number. To address difficulties caused by the absence of a formal certificate, CRCs with enhanced security features will now be issued. Applications can be submitted via email or other means, and companies must ensure accuracy of details and documents to avoid delays. This notice informs all registered companies and stakeholders of the new process.

Notification of Manufacturers under Rule 54 of NDPS Rules, 1985 (Effective for the period upto 31st December, 2027)

The Central Government has permitted 15 specified pharmaceutical manufacturers to import morphine, codeine, thebaine, and their salts for exclusive use in manufacturing drugs or formulations meant for export. Imports must comply with the NDPS Rules, 1985, with strict timelines for export, surrender of unutilised quantities, and oversight by the Narcotics Commissioner. The notification remains valid until 31 December 2027.
