CBN Public Notice No. 13/2026: Mandatory Adoption of ICEGATE (SWIFT 2.0)

As per Public Notice No. 13/2026 issued by the Central Bureau of Narcotics (CBN), the submission and processing of applications related to the import and export of narcotic drugs, psychotropic substances, and controlled substances have been integrated with the ICEGATE (SWIFT 2.0) platform. Effective from 26 October 2026, all stakeholders are required to submit applications for Import Certificates, Export Authorizations, No Objection Certificates (NOCs), and other related permissions exclusively through the ICEGATE portal. The migration to the SWIFT 2.0 system is intended to enhance ease of doing business by providing a single-window digital interface, improving transparency, reducing manual processing, and facilitating faster regulatory clearances. Importers, exporters, and their authorized representatives should ensure that their IEC details and organizational information are correctly registered and updated on the ICEGATE portal before submitting applications. Stakeholders are advised to familiarize themselves with the new online process and complete the necessary registration requirements to ensure smooth and uninterrupted regulatory approvals and trade operations.
