Public notices for Additional Allocation of Medicinal Opium and Codeine Phosphate for the year 2025 – dated 15/10/2025 1

The Central Bureau of Narcotics invites online applications for the 3rd additional quota of Codeine Phosphate for 2025. Applications must be submitted exclusively through the Unified CBN Portal between 16th October and 30th October 2025. Physical submissions will not be accepted. Applicants must upload mandatory documents, including the application form and quarterly returns for all completed quarters of the year.

The Government of India’s Central Bureau of Narcotics has announced the opening of online applications for the 3rd additional quota of Codeine Phosphate for the calendar year 2025. Interested parties must apply through the Unified CBN Portal (https://cbnonline.gov.in) during the specified window from 16.10.2025 to 30.10.2025. Applications submitted before or after these dates will not be considered, and no physical applications via post, email, or hand delivery will be entertained. Applicants are required to upload essential documents in the “Other Documents” section, including a duly filled and signed application form and self-authenticated quarterly returns (Annexure-I and Annexure-II) for all completed quarters of 2025 in both PDF and Excel formats. This process ensures transparency and compliance in the allocation of narcotic drug quotas. The Government of India has issued a notification under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, declaring several synthetic substances and related compounds as manufactured drugs and psychotropic substances. These include protonitazene derivatives, etonitazene derivatives, Hexahydrocannabinol (HHC), and Carisoprodol. The notification also specifies their small and commercial quantity limits for regulatory and enforcement purposes.

Issuance of CBN Registration Certificate (CRC) Physical Form under Rule 65 of the NDPS Rules, 1985

The Central Bureau of Narcotics (CBN), Government of India, has begun issuing CBN Registration Certificates (CRC) in physical form under Rule 65 of the NDPS Rules, 1985. All manufacturers of psychotropic substances must register with the Narcotics Commissioner and are allotted a permanent registration number. To address difficulties caused by the absence of a formal certificate, CRCs with enhanced security features will now be issued. Applications can be submitted via email or other means, and companies must ensure accuracy of details and documents to avoid delays. This notice informs all registered companies and stakeholders of the new process.

Notification of Manufacturers under Rule 54 of NDPS Rules, 1985 (Effective for the period upto 31st December, 2027)

The Central Government has permitted 15 specified pharmaceutical manufacturers to import morphine, codeine, thebaine, and their salts for exclusive use in manufacturing drugs or formulations meant for export. Imports must comply with the NDPS Rules, 1985, with strict timelines for export, surrender of unutilised quantities, and oversight by the Narcotics Commissioner. The notification remains valid until 31 December 2027.
