The Department of Consumer Affairs has issued a Standard Operating Procedure (SOP) for the recognition and endorsement of already approved models for importers. The initiative is designed to avoid repetitive model approval applications for identical instruments produced by the same manufacturer, provided there are no changes in design, metrological parameters, or technical specifications. By simplifying the approval process, the SOP reduces regulatory compliance burdens, expedites approvals, and enhances the ease of doing business while maintaining adherence to all statutory requirements.


• The Department of Consumer Affairs has introduced a Standard Operating Procedure (SoP) for the recognition and endorsement of already approved models of weights and measures imported into India. • Under the Legal Metrology Act, 2009 and the Legal Metrology (General) Rules, 2011, model approval is mandatory before manufacture or import. However, identical models manufactured by the same foreign manufacturer were often subjected to repetitive approval applications by different importers, creating unnecessary regulatory burden. • The SoP applies to identical models already approved in India and manufactured by the same foreign manufacturer. It requires verification of the model’s identity, specifications, and technical/sealing parameters. Where the model is confirmed to be identical to an already approved version, fresh model approval or testing is not required. Instead, importers can obtain an endorsement or recognition certificate linked to the original Model Approval Certificate, simplifying the approval process and reducing regulatory duplication. • All provisions of the Legal Metrology Act, 2009, and the rules framed thereunder will continue to remain applicable. • Applications under this category must be submitted to Director, Legal Metrology, Department of Consumer Affairs, Krishi Bhawan, New Delhi-01 (Email: dirwm-ca@nic.in)
