Public Notice for Roll Out to ICEGATE (SWIFT) Portal.

The Central Bureau of Narcotics (CBN) has announced that from 10 July 2026, all applications for profile registration, amendments, and export/import authorizations or NOCs for psychotropic substances, narcotic drugs, and controlled substances must be submitted exclusively via the ICEGATE (SWIFT 2.0) portal. Users must log in with their ICEGATE ID and valid DSC, with queries handled through the SWIFT dashboard.

The Central Bureau of Narcotics (CBN), Gwalior has announced that effective 10 July 2026, all applications for new profile registration, amendments, and export/import authorizations or NOCs for psychotropic substances, narcotic drugs, and controlled substances must be submitted exclusively through the ICEGATE (SWIFT 2.0) portal. The CBN online portal will no longer accept these applications. Users must log in with their ICEGATE ID and a valid Digital Signature Certificate (DSC) to access the unified dashboard and LPCO module. Applications must be completed with required details and documents, and any queries raised by CBN must be addressed via the SWIFT dashboard. A detailed user manual is available on the ICEGATE portal. Public Notice on International Special Surveillance of 2-Methylmethcathinone (2-MMC).

The Central Bureau of Narcotics (CBN) has issued Public Notice CMD‑02/2026 highlighting the rising threat of New Psychoactive Substances (NPS) and misuse of precursor chemicals. Intelligence reports indicate increased trade of 2‑Methylmethcathinone (2‑MMC), a non‑scheduled chemical easily diverted for illicit drug synthesis. Consequently, 2‑MMC has been placed under the International Special Surveillance List (ISSL) and added to the CBN online portal for voluntary reporting. Exporters and traders must obtain a LIGHT‑NOC for legitimate operations.

In exercise of the powers conferred by sub-clause (b) of clause (xi) of section 2 of the Narcotic Drugs and Psychotropic Substances Act, 1985 (61 of 1985), the Central Government hereby declares the following substances, salts and preparations thereof to be manufactured drugs, namely:

The Government of India has issued a notification under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, declaring several synthetic substances and related compounds as manufactured drugs and psychotropic substances. These include protonitazene derivatives, etonitazene derivatives, Hexahydrocannabinol (HHC), and Carisoprodol. The notification also specifies their small and commercial quantity limits for regulatory and enforcement purposes.

Issuance of CBN Registration Certificate (CRC) Physical Form under Rule 65 of the NDPS Rules, 1985

The Central Bureau of Narcotics (CBN), Government of India, has begun issuing CBN Registration Certificates (CRC) in physical form under Rule 65 of the NDPS Rules, 1985. All manufacturers of psychotropic substances must register with the Narcotics Commissioner and are allotted a permanent registration number. To address difficulties caused by the absence of a formal certificate, CRCs with enhanced security features will now be issued. Applications can be submitted via email or other means, and companies must ensure accuracy of details and documents to avoid delays. This notice informs all registered companies and stakeholders of the new process.
