Under Indian Cosmetic rule 2020, Durg and Cosmetic rule 1940 & rules 1945, importing a product for sale generally requires registration with CDSCO. Research-only shipments follow a separate, faster route instead.
The registration exemption is narrow and tied to specific research activities. Importers must clearly demonstrate the intended use before applying to the port of ADC.
If the Cosmetic is imported for research activities such as Clinical Trials, population studies, shelf-life studies, or post-marketing consumer studies, a Registration Certificate is not required. Instead, the importer applies for a No Objection Certificate from Port ADC.
