The Department of Consumer Affairs has notified the Legal Metrology (General) Fifth Amendment Rules, 2026, which will come into effect 180 days from the date of its publication in the Official Gazette. The amendment introduces a new Part XIV, titled “Active Electrical Energy Meters,” into the Eighth Schedule of the Legal Metrology (General) Rules, 2011, following Part XIII. The newly inserted provisions establish comprehensive metrological and technical requirements, along with performance testing criteria, for Active Electrical Energy Meters.

In Legal Metrology (General) rules, 2011, in eight schedule after Part XIII, Part XIV “Active Electrical Energy Meters” shall be inserted. This amendment introduces comprehensive metrological, technical requirements and performance tests for Electrical Energy meter.
Key highlights of the amendment include:
- Introduction of detailed definitions and specifications for various types of electrical energy meters.
- Establishment of metrological characteristics, performance requirements, accuracy criteria, maximum permissible errors, and testing parameters for active electrical energy meters.
- Standardization of measurement units such as Wh, kWh, MWh, and GWh to ensure uniformity and reliability in electricity measurement and billing.
- Strengthening consumer protection by ensuring that energy meters used for commercial and utility purposes provide accurate and reliable readings.
