New Food Safety and Standards For Food Products and Food Additives

The notification notifies the following amendments in the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011:

1. The new regulation is now called Food Safety and Standards (Food Products Standards and Food Additives) Second Amendment Regulations, 2023 that comes into force by 1st September 2023.
2. In regulation 2.1, clause 2 of sub-regulation 2.1.2 relating to standards for goat milk and sheep milk is changed.
3. In regulation 2.2, clause 8 and clause 31 of sub-regulation 2.2.1 and sub-regulation 2.2.7 is changed. Also, after sub-regulation 2.2.8, sub-regulation 2.2.9 relating to Solvent Extracted Crude Vegetable Oils (not for direct human consumption) is added.
4. In regulation 2.3, sub-regulation 2.3.45 relating to desiccated coconut is changed.
5. In regulation 2.4, the following changes are made:

a. Clause 1 of sub-regulation 2.4.1 relating to atta or resultant atta is changed. b. Clause 4, clause 20, clause 21, and clause 23 of sub-regulation 2.4.6 are changed to introduce standards of different kinds of millets and after clause 27 triticale standards are added. c. New sub-regulations relating to papad are added after sub-regulation 2.4.39 6. In regulation 2.5, clause 8 of sub-regulation 2.5.2 and clause 1 of sub-regulation 2.5.3 are changed leading to changes in stanadard of Fresh or Chilled or Frozen Beef and eggs. 7. In regulation 2.6, clause 2, clause 3, clause 11, and clause 13 of sub-regulation 2.6.1 are changed. 8. In regulation 2.8, clause 2 of sub-regulation 2.8.4 is changed leading to change in reducing sugar content in cane jaggery 9. In regulation 2.9, new sub-regulation 2.9.43 is added for standards of Dried Sweet Marjoram. 10. In regulation 2.10, sub-regulation 2.10.6, sub-regulation 2.10.7 and sub-regulation 2.10.8 is changed leading to introduction of coconut neer standards and certain changes in natural mineral water and packaged drinking water standards. 11. In regulation 3.2, clause 1 of sub-regulation 3.2.2 is changed which now has detailed standards for steviol glycosides. 12. In Appendix A, many additives have been added under different product categories. Under Appendix B, Table-10 Microbiological Standards for Health Supplements, Nutraceuticals, Food for Special Dietary Use, Food for Special Medical Purpose, Functional Food and Novel Food has been introduced.
