Notification of Manufacturers under Rule 54 of NDPS Rules, 1985 (Effective for the period upto 31st December, 2027)

The Central Government has permitted 15 specified pharmaceutical manufacturers to import morphine, codeine, thebaine, and their salts for exclusive use in manufacturing drugs or formulations meant for export. Imports must comply with the NDPS Rules, 1985, with strict timelines for export, surrender of unutilised quantities, and oversight by the Narcotics Commissioner. The notification remains valid until 31 December 2027.


The Ministry of Finance (Department of Revenue) issued a notification authorising selected pharmaceutical manufacturers to import narcotic alkaloids.


Key points include:

  1. *Morphine, codeine, thebaine, and their salts can be imported for exclusive use in the manufacture of drugs or formulations intended for export.
  2. The permission is granted under the Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1985, subject to compliance with Rules 55, 56, 58, 59, and 62.
  3. Imported alkaloids must be fully utilised and the finished products exported within 180 days, extendable by up to 30 days, with a maximum limit of 270 days.
  4. Any unutilised quantities must be surrendered to the Government Opium and Alkaloids Works. Additional conditions may be imposed by the Narcotics Commissioner.
  5. The notification remains effective until 31 December 2027, and import certificates issued during this period will remain valid for 180 days from issuance.
