Transfer of certain functions and delegation of powers to the zonal offices of CDSCO under Rule 22 of the Drugs and Cosmetics Rules, 1945

CDSCO, announces the delegation of Test license for veterinary products to its Zonal Offices to improve the ease of doing business. The Zonal Offices are now authorised to process and dispose of Test license in Form 11 or NoCs manufacture veterinary drugs (excluding biologicals) for examination or analysis.


Issued on March 9, 2026, by the Central Drugs Standard Control Organization (CDSCO) under India’s Ministry of Health and Family Welfare, the issuance authority of below mentioned licenses is delegated to the CDSCO Zonal Offices.


(1) Form 11 Test Licenses: Permissions for importing veterinary drugs specifically for examination, testing, or analysis.

(2) Form-29 NOCs: No Objection Certificates required to manufacture veterinary drugs for research and development purposes under Rule 89 of the Drugs Rules, 1945


The primary objective of this directive is to facilitate the ease of doing business for the veterinary pharmaceutical sector. The transfer doesn't include biological veterinary products. The power to grant licensing approvals for biological veterinary drugs continues to be retained with the Drug Controller General of India (DCGI).
