CBN Temporarily Restores Legacy Online Portal and Postpones PAHAL Session Amid ICEGATE (SWIFT 2.0) Migration Issues

The Central Bureau of Narcotics has temporarily paused the migration of specified modules to the ICEGATE (SWIFT 2.0) platform due to technical and operational challenges. Front-end access to eight key modules has been restored on the legacy CBN Online Portal. The PAHAL User Guidance Session scheduled for 21 July 2026 has also been postponed until further notice.


The Central Bureau of Narcotics (CBN) has announced the temporary restoration of services on the legacy CBN Online Portal after placing the migration of selected modules to the ICEGATE (SWIFT 2.0) portal in abeyance. The decision was taken to avoid disruptions to trade and industry arising from unforeseen technical and operational issues.   Access has been restored for profile registration and updation, export and import authorization modules for psychotropic substances and narcotic drugs, as well as NOC modules for controlled substances. Stakeholders are required to submit fresh applications and access historical records, pending statuses, and previously issued certificates through the legacy portal.   Additionally, the PAHAL User Guidance Session scheduled for 21 July 2026 has been postponed. CBN clarified that migration activities will resume only after comprehensive resolution of technical issues in consultation with stakeholders.
